With
reference to the above letter, the guidelines and instructions framed by the
Physical Education authority and to be issued as an office order to the Head’s
of the Revenue District Officers to follow the same in their respective
competitions conducted during the events of Bharathiar Day Games [BDG] / Republic
Day Games [RDG] / Republic Day Sports [RDS] meets conducted in every year.
The following guidelines are
issued in connection with the Bharathiar Day Games [BDG] / Republic Day Games
[RDG] / Republic Day Sports [RDS] competitions.
1)
The
Games Competitions and the Athletic meet are conducted as in the order of
Zonal, Educational District, Divisional and finally State level. The Team
Games' Competitions which are conducted for Higher Secondary Level are named as
"Bharathiar Day Games" [BDG - Group 'A' Games], the Team Games'
Competitions which are conducted for High School Level are named as
"Republic Day Games" [RDG - Group 'A' Games], the Athletic Meet conducted for High and Higher Secondary
Level are named as "Republic Day Sports" [RDS - Group 'C' Athletic
Events], the Group 'B' Games/Sports Competitions conducted for High and Higher
Secondary Level are named as "Bharathiar Day/Republic Day" [BD/RD]
Competitions.
2)
The
Games are grouped into 4 categories namely 'Group - A' (The games in which the
competitions were conducted by the Directorate of School Education before
2002), 'Group - B' (The Games/Sports which were introduced by the Sports
Development Authority of Tamilnadu from the period 2002 to 2008), the
'Group - C' (The Athletic Events) and ‘Group – D’ Chess Competition.

IV. Group 'D' – Chess
3)
A
player can take part in maximum 3 disciplines including Athletics in an
academic year as mentioned in the “Table” below.

The
age is calculated as on 31st December of the academic year.
6)
The
rules and regulations shall be followed as per the School Games Federation of
India [S.G.F.I.] norms and the recognition of Tamil Nadu Government Approval with
few modifications for the convenient of the Administrators.
7)
The
bonafide and regular students from all the High and Higher Secondary schools of
the affiliated Government Schools, Government Aided Schools, Anglo Indian
schools, Matriculation schools are eligible to take part in the above
competitions.

To
avoid a relay team being not able to participate in the competition due to
non -availability of an athlete in the relay team due to unavoidable
situations, a reserve can be included at all levels and he/she is eligible
for TD&DA. But the certificates and medals will be given only to the 4
persons who actually took part in the finals of the event.

are eligible to participate in the next level at all stages from Zone to
State.

11) Four sets of Photographs (Here after
"Photograph" means that the Group Photo with HM/Principal & the
Team Manager or the Individual Photo Identity Form) and the Entry forms shall
be prepared at Zonal Level and duly attested by the concerned School
Headmaster. One copy shall be retained by the concerned school and other copies
shall be handed over to the Zonal Secretary.
12) As the teams progress to the next levels, the Zonal
Secretaries have to submit 2 copies of the Entry Forms and Photographs/Individual
Photo Identity Forms to the Educational District Secretaries. And there after the
Educational District Secretaries have to submit one copy of the Entry Form and
Photographs/Individual Photo Identity Forms to the Divisional Secretaries. As
the Group 'B' competitions are conducted at the Divisional Level directly, 2
copies of the Individual Photo Identity Forms
should be submitted at the competition venues and apart from that the
team manager must retain one copy of the same along with them.
13) When the Teams proceed to the State Level, they have
to submit 2 set of newly prepared Entry Forms (Only the new Format) with 2 sets
of Photographs to the Divisional Secretary within 2 days of the completion of
the Divisional Competition and failing which shall be liable to be disqualified
for the State Level Competitions. The entire Entry Forms and Photographs of the
State Level Competitions must be retained by the concerned Organizing DIPE
Office and they must be in a position to disclose the proof at the time of need.
14) If the numbers of teams are 2 or more, the
competitions must be conducted at all levels in the entire Group ‘A’
disciplines. In case of single entry in any discipline at any level, no merit
certificate shall be issued but they are eligible to participate in the next
level of competition.
15) If any team is not available to the next level of
competitions, the next best team can be allowed to participate in the team
games competitions and the individual Sports also. If any player is unavailable to participate in the
individual Sports at any level of
competition ( Up to the Divisional
Level ) due to
the participation of
attending only the SGFI selection trials, SGFI National
competitions and approved Associations’ / Federations’ [Approved
By SDAT and Tamilnadu Olympic Associations] competitions in the same Discipline, he or she shall be allowed to
participate in the next level of
competition with prior notifications to the concerned DIPEs with the required
documents. In all such cases, no merit certificate shall be issued to the non
participant in the earlier competitions in which he / she actually did not take
part. No consideration shall be given for any medical reasons or any other
reasons.
16) And in the Individual/Relay events of Athletics and
Group 'B' Disciplines when the Individual proceed to the State Level, they have
to submit the required number of Individual Photo Identity Forms as many number
of events as they are taking part and in addition 2 more copies of the
Individual Photo Identity Forms to the Divisional Secretary within 2 days of
the completion of the Divisional
Competition and failing which shall be liable to be disqualified for the State
Level Competitions (For example, if an individual is taking part in 3 events,
3+2=5 copies of Individual Photo Identity Forms should be submitted). All these
copies need not be counter signed either by the Zonal/District/Divisional
Secretaries or by the concerned District Inspectors of Physical Education at
any level. At all levels, the Team manager must retain one copy of the above
documents along with them and otherwise the players are liable to be
disqualified.
17) Replacement
of players at the next level (From Educational District to State Level) can be
done by the bonafide students of the concerned school (only in the case of
those who joins the school due to transfer or supplementary examinations) in
the Team Games except 'Singles' and 'Doubles' competitions of Group 'A', 'B'
& 'C'. In these cases, the individual should not have played for any other
schools in the competitions conducted by the Directorate of School Education
Department in the same academic year.
18) As
the Entry Forms are subject to be verified at any period of time, at least the
last 5 years' original Entry Forms along with the required documents must be filed
in the Physical education File with at most care.
19) Compulsory
Participation:
No
student should be denied the chances of participation in the Sports and Games
Competitions on any reason. As the previous 4 years Sports performance
Certificates are considered for the Government / Self Financed Professional Institutions
of Medical Colleges, Colleges of Anna University, Colleges of Agricultural
University, Poly Technique institutions, Para Medical courses, Law Colleges,
Private Arts & Science Colleges etc., all the sports persons, irrespective
of the classes in which they are studying, should be given due chances for
participation in the Sports Competitions. If any student is denied of the
opportunity in Sports Competitions, the concerned authorities are responsible
for the consequences.
20) As the number of Qualifiers in athletics have
increased and to minimize the expenses, the field events may be conducted at
any convenient place earlier.
21) Due to various unavoidable circumstances, the
competitions are being conducted at the best level with greater difficulties
with available infrastructure facilities within the Zone/District/Division. It
is the duty of all the schools to co-operate in this issue. It is the
responsibility of the concerned PETs / PDs of all the schools to verify the
technicalities of the nature of the grounds well in advance of the competitions
and if any matter to be rectified, it has to be done before the start of the
tournament and it is the complete responsibility of the concerned PET / PD (who
has raised the issue) in all aspects to rectify the fault well in advance
within the stipulated time on his own risk with guidelines of the Technical
Persons , approved by the DIPE.
22) The expenditure towards the photographs for each game
can be met from the School Fund.
23) T.A. & D.A Eligibility:
a) All the expenditure towards the T.A. & Food
Expenses of the Students and the Team Managers are to be met from the available
School fund.
b) The T.A. & Food Expenses for participating in the
sports and games competitions should be met from the concerned School Fund. As
per SGFI norms, maximum of Rs. 125/per day can be availed as Food Expenses
along with the actual T.A. per each student and the team manager. One team manager
is eligible for a maximum of 20 students. If the numbers of students exceed
more than 20, the related numbers of team managers have to accompany the
students. The actual ordinary bus fare or II Class Reserved Sleeper train fare
can be claimed.
c) T.A. & Food Expenses are eligible for the RDG,
BDG, RDS & RD/BD Competitions from zonal Level to State Level and also for
the School Games Federation of India’s (SGFI) selection Trials of Region &
State. And also T.A. & Food Expenses and other related expenses towards the
SGFI National participation, with reference to the instruction of the Chief
Inspector of Physical Education, are also eligible to withdraw from the School
Fund. TA & DA are eligible for the teachers who accompany the players for
the S.G.F.I. selection trials also.
24) The following Officials Shall act as the Organizing
Committee at various Levels:
At the Zone Level:
Ø The Administrative President: District Educational Officer.
Ø The Technical President: District Inspector of Physical Education.
Ø The Zonal Secretary: Headmaster of the Organizing Schools authorized by the DIPE in
consultation with CEO.
Ø The Zonal Joint Secretary: PD/PET of the Organizing Schools.
Ø Monitoring Committee: DEO, DIPE, 2 Headmasters, 2 PDs/PETs other than the
organizing School.
At the Educational
Districts Level:
Ø The Administrative President: District Educational Officer.
Ø The Technical President: District Inspector of Physical Education.
Ø The Educational District Secretary: Headmaster of the Organizing Schools authorized by
the DIPE in consultation with CEO.
Ø The Educational District Joint Secretary: PD/PET of the Organizing Schools.
Ø Monitoring Committee: DEO, DIPE, 2 Headmasters, 2 PDs/PETs other than the
organizing school.
At the Revenue
District / Divisional Level:
Ø Administrative President: Chief Educational Officer of the concern Revenue
District.
Ø Vice President: DEOs, IMS of the
concern Revenue District.
Ø Technical President/Divisional Secretary: District Inspector of Physical Education
Ø Divisional Organizing Secretary: DIPE only. DIPE may authorize any school to organize
the Divisional/Revenue District Competitions.
Ø Monitoring Committee: CEO, DEOs, IMS, DIPE, 2 Headmasters, 1 PD and 2 PETs
of the concern Revenue District of the organizing Division other than the
Organizing School.
The following
Officials shall act as the Organizing Committee at the State Level:
Ø Chairman:
Director of School Education.
Ø Vice Chairman:
Joint Director (N.S.S.)
Ø Technical Presidents: Chief Inspectors of Physical Education.
Ø Organizing Secretary: Chief Educational Officer of the concerned Revenue
District.
Ø Technical Secretary: District Inspector of Physical Education of the concerned Revenue
District.
Ø Monitoring Committee: Director of School Education, Joint Director
(N.S.S.), 2 C.I.P.Es., and CEO, DEOs, IMS, DIPE of the concerned Revenue
District, 2 D.I.P.Es. (Appointed by the CIPEs), 4 Headmasters, 4 PDs/PETs.
(As the
Government Grant is given for organizing the competitions at all levels,
earlier procedure of “General Body” is being cancelled. The Monitoring
Committee shall audit the expenditure of the concerned levels of Competitions.)
25) Functioning
Duties of the Monitoring Committees:
I. At
Zonal Level:
a)
Conduct the Zonal Meetings with all the
Headmasters / Principals of the concerned Zone in the first week of July.
b)
Decide the Zonal Secretary in
consultation with the DIPE and the CEO.
c)
Decide the Schedule of the Zonal Events
at the Zonal Meeting in such a way that all the Zonal competitions are
completed before August.
d)
Ensure that each school participate at
least in one Group 'A' Games Competition, Athletic Events and in the Group 'D'
Chess Competitions.
e)
If the budgetary provision for
conducting the competitions is provided by the government, the allotment of the
fund should be distributed by the concerned CEO through DIPE and the
expenditure should be incurred as per the government instruction.
f)
Regulate and audit all the expenditures
of the Zone in consultation with the CEO.
g)
The audited Expenditure Statement should
be submitted to the DIPE before second week of September.
II. At
the Educational District Level:
a)
Decide the Educational District
Secretary in consultation with the DIPE and the CEO.
b)
Decide the Schedule of the Educational
District Events in the second week of July in such a way that all the Educational
District competitions are completed before September.
c)
If the budgetary provision for
conducting the competitions is provided by the government, the allotment of the
fund should be distributed by the concerned CEO through DIPE and the expenditure
should be incurred as per the government instruction.
d)
Regulate and audit all the expenditures
of the Educational District in consultation with the CEO.
e)
The audited Expenditure Statement should
be submitted to the DIPE before second week of October.
III. At the
Divisional Level:
a)
Decide the Schedule of the Divisional
Events in the third week of July in such a way that all the Divisional
competitions are completed before Second week of November.
b)
The allotment of organizing the
Divisional Competitions should be on the Rotational Basis among the Revenue
Districts of the Division.
c)
If the budgetary provision for
conducting the competitions is provided by the government, the allotment of the
fund should be distributed by the concerned CEO through DIPE and the expenditure
should be incurred as per the government instruction.
d)
Regulate and audit all the expenditures
of the Educational District in consultation with the concerned Divisional
organizing CEO.
e)
The audited Expenditure Statement should
be submitted to the DIPE before fourth week of November.
IV. At
the State Level:
a)
The Organizing Revenue Districts for the
State Level Republic Day and Bharathiar Day competitions have to be decided by
the Director of School Education in the first week of August.
b)
Decide the Schedule of the State Level
Events in the respective Revenue District as soon as the notifications of the
allotment of the State Competitions are issued.
c)
If the budgetary provision for
conducting the competitions is provided by the government, the allotment of the
fund should be distributed by the Director of School Education and the
expenditure should be incurred as per the government instruction.
d)
Regulate and audit all the expenditures
of the State Competitions as per the direction from the Director of School
Education.
e)
The audited Expenditure Statement should
be submitted to the Director of School Education within 2 weeks of the
completion of the State Competitions.
26) Scoring for Over All Championship in athletics, relay
and in the games competitions at all levels shall be 5,3,1 for 1st,
2nd & 3rd places respectively. For deciding the
Individual Championship in the Athletics 5,3,1 for 1st, 2nd
& 3rd places respectively are calculated, excluding Relay. If
the 'TIE' occurs, the winner has to be decided by the No. of 1st
place he/she has secured. If the 'TIE' cannot be broken, all the athletes who
have scored the equal points shall be awarded the Individual Championship.
27) The following officials are the only authorized
persons to sign in the certificates in the BDG/RDG/RDS Competitions:
·
At Zonal
Level: The Educational District
Secretary, the Educational District Joint Secretary, the Zonal Secretary and
the Zonal Joint Secretary.
·
At the
Educational District Level: Only the
District Inspector of Physical Education & the District Educational Officer.
·
At the
Divisional Level: Only the Chief
Educational Officer & the District Inspector of Physical Education of the
concerned Revenue District who is organizing the Divisional Competitions.
·
At the State
Level: Only the Chief Inspector of
Physical Education & the District Inspector of Physical Education of the
concerned Revenue District who is organizing the State Competitions.
28) School Games Committee: A "School Games Committee" should be
formed with the following members. They should regulate the yearly budgetary
provision of the School Fund with proper Committee approval.
v The President: Headmaster.
v Sports Secretary: PD/PET (If no PD post is available,
the senior most PET)
v Sports Joint Secretary: Other PETs.
v Staff Members: 3 teachers other than PD/PET.
v Student Members: 4 Sports students, preferably from
the higher classes.
29) School Sports Monitoring Committee:
A 'School Sports Monitoring
Committee" also should be formed. Along with the above 'School Games
Committee', 3 parents of the present sports students should be nominated with
consultation of the PD/PETs. The committee should meet at least once in the
evening of the first Saturday of every month and discuss about the development
of the Physical Education and Sports for the welfare of the students. All the
proceedings of the meetings should be recorded as "Minutes" in a
separate register and should be kept with the Headmaster.
30) Deputation of the PDs/PETs for Officiating purpose
a)
The DIPEs are the
authorities for deputing the PETs / PDs for the competitions up to State Level
and sending the students for the competitions up to National Level for genuine
reasons of the Sports purpose. The Zone / Educational District / Divisional
Secretaries are also empowered for Duty allotment for Match Officiating of
their concern tournaments.
b)
The CIPEs are the
authorities to depute the DIPEs, PETs / PDs up to National Level for genuine
reasons and sending the students for the National and International
Competitions for the Sport purpose.
c)
Deputation for
the Association/Federation duties of officiating/coaching/Team Manager, it should not exceed 5 days in a year.
Prior permission order in this connection from DIPE / CIPE should be obtained
in advance. No phone message or oral message shall be entertained in this
aspect.
d)
As all the
competitions are "Time Bound" in nature, the PDs/PETS should be
relieved for the allotted duties of the Sports Competitions without fail. If
any lapses occur due to the refusing the duties or sending the concerned PDs/PETS
for the allotted duties, the concerned authorities are held responsible for the
consequences. Even on oral information from the organizers due to unavoidable
reasons over phone, the PDs/PETs shall be relieved for the deputation work and
it is the duty of the PDs/PETs to obtain the Attendance certificate from the
Organisers.
e)
The officiating
duty allotments for the SGFI selection trials and RDG/BDG/RDS State Competitions
shall only be issued with consultation from the Chief Inspector of Physical Education.
31) Railway concession under S.No. (1) (a) of the Annexure
to rule 118 of I.R.A. Coaching Tariff No. 17 may be obtained earlier whenever
possible for each team for upward and down ward journey (including manager and
coach). The General Secretaries/DIPE and the concerned Headmasters are informed
to avail this facility by following the general procedure to obtain the sports
concession books from the Railway Department.
32) In the State BDG/RDG/RDS competitions, the teams
should reach the venue on the previous day. The teams eliminated in the games
competitions should leave the venues as early as possible on the same day. In
the athletics, the competitors may leave the venue along with the Divisional
secretaries or managers as early as possible.
33) General Rules
of the Sports & Games Competitions:
a.
Mode of deciding the winner is on knockout basis
at all levels.
b.
Federation rules in force as on 1st
July of the respective academic year will be followed.
c.
Seeding for the winner & runner teams should
be given from the Educational District Level to State Level Competitions.
d.
If the number of teams are more in number and if
it is not possible to complete the competition within the stipulated duration,
the organizers may reduce the Duration of the matches / Number of Game Sets /
Duration of the Rounds etc. These changes has to be finalized and informed orally
at the Fixtures Meeting in the Team Games Competition and at the beginning of
the Group 'B' & Group 'D' Competitions. It is the responsibility of the
concerned PETs/PDs to find out the changes of the above nature. No written
communication shall be issued in person.
e.
The players should bring their own kits,
equipments, balls etc.
f.
For all the individual Sports, no ‘Seeding’
shall be given.
g.
Weight Category to be maintained from Zonal to
State meet / National meet in the particular academic year.
h.
The teams should report 30 minutes before the
start of the match.
i.
In all the matches the Referee's decision will
be the final. Under any circumstances, no protest of any kind in this issue will
be entertained.
j.
Any change in the date of birth through the
legal proceedings can be entertained only if it is legally approved and
endorsed by the concerned District Educational Officer before the start of the
competitions. No affidavit shall be accepted for the Age Proof. A player
can take part in only one age group in an academic year. (The change in the
Date of Birth shall be applicable as per the norms of the Directorate of School
Education).
k.
Attested copy / Original copy (If required) of
the Birth Certificate along with the Eligibility Forms have to be produced for
all age categories in the SGFI Competitions. No affidavit shall be accepted
for the Age Proof.
34) All the PETs / PDs must know about the rules and regulations
of the SGFI. All the PETs / PDs must know the federation rules and regulations
of the game before giving the Entries for the competitions.
35) "MAL PRACTICE" in the date of birth and
Impersonation will disqualify the school from the competitions and also from
further competitions for a period of maximum three years and the persons
involved will be taken severe departmental action.
36) As per the S.G.F.I. regulations the medical check-up
shall be applicable at all levels by a team of doctors, organized by the
organizers whenever it is necessary.
37) Under-19 students have to produce the attested Xerox
copy of the 10th Std. Mark sheet along with the zonal entry forms
and thereafter up to the state competitions.
38) P.D. / P.E.T. can only act as the team manager. If any
other subject teacher has to accompany as a team manager, a valid reason must
be stated. As a parent no one can act as a team manager. As for as the Group ‘B’, ‘C’ & ‘D’ competitions are
concerned, only the deputed persons by the DIPE shall act as the team manager.
39) No protest of any kind will be entertained. But in
regard with the mal practices, protest may be given with proper evidences. In
these circumstances, the District Inspector of Physical Education / the
organizer in consultation with the DIPE may take spot decisions by obtaining
the written acceptance from the concerned team manager on whom the charges are
made. And he/she may deny the charges in written and may continue the process
and if the charges are proved in later stages, necessary Departmental actions
shall be taken. The protest on this issue shall be accepted on payment of
“Protest Fee” of Rs. 500/- at the Zonal Level Competitions, Rs. 750/- at the District
Level Competition, Rs. 1000/- at the Revenue/Divisional and State Level Competitions,
which shall be utilized as the conveyance expenses for the deputed persons for
verifying the concerned School records.
